Dear Editor,
The refund of licence fees is clearly intended as an insult to the intelligence of car owners by bribing them with their own money.
In effect, it will mean that non-drivers will be forced to support the cost of highway maintenance and transfer to costs from non-users to users.
This is not only unfair, but exposes the government to charges of naïveté in dealing with voters.
