Tiny to move one step closer to face covering bylaw

Water fees for township residents set to rise next year. Council also considering a move to metered billing

Tiny could soon require people entering indoors spaces to wear a face covering.

A bylaw on masks could be passed this Monday if approved by council at its committee of the whole meeting.

The draft bylaw is part of the agenda and reads that everyone entering or staying in indoor public spaces will wear a face covering, which covers the nose, mouth and chin. The document also provides a sample list of what the township defines as indoor spaces.

Those include places of worship, community centres, convenience stores, farmers’ markets, grocery stores and bakeries, gas stations, hospitals, libraries, mechanics shops, garages and repair shops, retail stores, and restaurants, pubs and bars. In addition, waiting areas and lobbies, washrooms, hallways, stairwells, and elevators are included in the definition indoor public space.

Exemptions from the bylaw include removing the face covering while eating or drinking, children younger than five, those who are unable to wear face masks due to a medical condition or a disability, and employees or staff of an indoor space interacting with the public from behind a barrier. An exhaustive list is provided in the draft bylaw.

The township is also receiving a presentation from Jamie Witherspoon, president of WT Infrastructure Solutions Inc., who will talk about the township's options around water metrers for non-seasonal residents of the municipality and an outdoor water-use bylaw.

Witherspoon's presentation recommends that the township could move to a metered billing for year-round residents of Tiny and conduct a pilot program in Wyevale to gather data for a possible expansion of the program to the rest of the area.

Later in the meeting, the department of public works is also bringing forward a water bylaw, which includes a fee review. If council decides to proceed with staff's recommendation, annual water fee charges for lots connected to the municipal water system could increase up to $930 in 2021 and $1070 in 2022.
